Permanent TRCA Head Office Project
With support for the project and funding largely in place, TRCA is proceeding with the construction of a new Head Office at 5 Shoreham Drive. This new building will be designed to:
- Reduce operational costs.
- Provide a healthy workplace for employees and visitors.
- Set a high-water mark for office building development.
- Positively influence others engaged in designing and building communities in our jurisdiction and beyond.
We are committed to applying best practices in green building and sustainable design. The building structure is a low-carbon wood and concrete hybrid system, which compliments the recent changes to the Ontario Building Code to permit wood structured buildings.
At minimum, the building will strive to achieve Leadership in Energy and Environmental Design (LEED) platinum certification and WELL Building certification.

Staff Input
At various points in the Head Office project, staff provided input on key decisions through a variety of means, including workshops and questionnaires. The following questions were asked as part of a forum on the StaffHub:
1. Approach & Engagement
What do you want your experience of arrival at the TRCA Headquarters to be? We are interested in how staff, visitors and the public experience arrival to the TRCA Head Office. How will it vary through the year and change of seasons? For example: how will your experience be shaped by how you get to and depart from the building by car, on foot, on bicycle, public transit or a combination of these?
2. Enhancing the Public Realm
The work of TRCA includes large public meetings and daily interactions with professionals and residents that help shape our region; there are certainly important educational, community and research aspects of TRCA’s work that are of great interest and concern to the public at large. What could happen on the ground floor of the building with regard to Authority meetings, public information, training, public awareness and research to support TRCA’s engagement with the public it serves?
3. Identity
TRCA is composed of a diverse group of people and disciplines; what is your relationship to the identity of TRCA? How do you see the role of your department within TRCA evolving? Are there emerging and expanding areas within TRCA?
4. Future Work Styles & Growth
How will your department change int the future? How will the nature of work change into the future? What impact, if any, will future work strategies have on how you work? What are the types of collaborative spaces you require? What kind of growth do you envisage within your department?
While the above forums are now closed, we welcome any additional feedback on the permanent head office.
