HR-1.05-P Flexible Work Arrangements Policy

Good morning,
To support employee work life balance, address employees’ engagement feedback, and contribute to the carbon footprint and resource use reductions, TRCA’s Senior Leadership Team is pleased to introduce a new Flexible Work Arrangements policy.
Where operationally feasible, the new policy establishes a “hybrid work model”, which incorporates a mixture of in-office and remote work and represents best practices for a modern workplace. Under this model, eligible employees, in agreement with their immediate supervisor, will be able to develop a work schedule which combines working from the office including working at an alternate work site (e.g., project/program/partner locations), and working remotely. Further, employees may be eligible to request a flextime arrangement, i.e., work hours outside standard TRCA office hours (8:30am – 4:30pm).
Due to the nature of TRCA’s work, along with service requirements, flexible work cannot be implemented for all TRCA positions for example operations staff, field staff, construction staff, and/or staff required to provide in-person customer service or be on site to perform/deliver their functional duties.
The new policy is scheduled to come into effect in Phase 3 of TRCA’s return to office, as described in the November 26, 2021 “COVID-19 Update – Return-to-Office Planning and Flexible Work Arrangements Update” memo. The exact effective date will be communicated to all TRCA employees in advance of the release. Further, during Phase 2, all eligible employees will be provided with a Flexible Work Arrangement (FWA) Agreement Form, which will need to be completed by the employee and approved by immediate supervisor in advance of Phase 3 in order for the employee to participate in a flexible work arrangement. In the interim, the policy is shared for information, planning and advanced review.
TRCA employees are encouraged to review the policy and discuss it with their Managers and Senior Management Team members if any parts are unclear.
